Minutes of Meeting
June 22, 2009
A meeting of the Sharon Board of Health was held on June 22, 2009, beginning at 7:00 P.M. at the Sharon Town Office Building, with the following members in attendance: Chair Stan Rosen, Vice-Chair Andrew Stead, and Jay Schwab. Also present were Jim Andrews, Health Agent for Engineering, and Sheila Miller, Public Health Nurse and Assistant Health Agent for Sanitary Inspections and Enforcement.
Interviews - Part-time position of Health Agent for Sanitary Inspections/Enforcement
Jack Lapuck:
Jack Lapuck, the incumbent, appeared to interview for the part-time position of Health Agent for Sanitary Inspections and Enforcement. Dr. Lapuck discussed inspection of the school food service facilities. He noted that some communities do not have appropriately qualified personnel for this position. Stan Rosen stated that the BOH is required, by law, to request bids for this contractual position.
Stan Rosen asked if Dr. Lapuck would be available for more hours, should the needs of the community increase. He responded that he would be available as needed. He added that Sheila Miller inspects the summer camps, as well as some food service facilities. Stan Rosen spoke of the state-developed food inspection form...Dr. Lapuck stated that he generally uses just the second portion (narrative) of the form. Stan Rosen asked if the local BOH should abide by the state requirements? Dr. Lapuck stated that the state code represents a minimum...the town can require more. He spoke of his concerns about restaurants serving out of doors.
In response to questions from Andy Stead: Dr. Lapuck stated that he doesn’t currently work elsewhere - except for an occasional consulting position. He further stated that the town of Sharon has a good ongoing inspectional program.
In response to question from Jay Schwab: most important qualification = minimum of bachelor’s degree, preferably in public health, knowledge of microbiology...education abilities. Also stressed his experience.
William Iannucci:
Mr. Iannucci presented a brief biographical history, including his position as director of the Canton Health Department until 2004. He currently works part-time as a Health inspector in Wrentham. In response to questions: Mr. Iannucci stated the BOH sets up the regulations....the inspector enforces them. He stressed the importance of education. DPH form: uses both parts of the form...to cite critical violations. As agent, he works for BOH...and will follow their instruction....would discuss his feelings on various issues. If no regulation, but feels employee is doing something incorrectly, will educate the employee...and would note the item discussed on the inspection form. Would be interested in additional hours if the opportunity presented itself. In Wrentham he conducts all the camp
and pool inspections, food service inspections, etc. He also provides food certification training at a reduced cost for employees of Wrentham restaurants.
Timothy Meyers
Mr. Meyers reviewed his background and current position as a 20 hour/week Health Agent at the Easton Health Department. Has Servsafe and certified pool operator certifications; history of experiene with food service. Recent Annual Town Meeting moved funds to maintain Health Department; but the Director was removed from his position following the Town Meeting. Assistant director has temporarily assumed the position; Director’s position has been advertised at a lesser grade. Easton contracts for nursing services.
In response to questions: has not yet looked into obtaining CHO or RS. Food inspection form: 15-20% of time finds critical violation; often requires re-inspections. Would not go below town/state regulations.
The Board members discussed the pros and cons of the various candidates. Members felt that Tim Meyers would be most likely to follow the letter of the law. Jay Schwab expressed his preference for giving the opportunity to Tim Meyers. Andy Stead noted benefits of each candidate, but expressed some concern about future of the position in Easton. Board members reiiterated that the person taking this position will do all routine inspections.
VOTED: (Rosen/Schwab) unanimously to appoint Joel Alpert as an agent of the Board for the purpose of drawing lake samples during this summer season.
Lake Results: Following review of a resident’s request, the Board was in consensus not to require emailing of lake results. It was felt this would place a burden on the administrative staff and would not provide timely information; signs are posted as needed.
Pool sample policy:
VOTED: (Rosen/Schwab) unanimously to formalize the following policy (which is currently in effect): “All semi-public swimming, wading, and /or special purpose pools must be sampled for bacteriological analysis (fecal coliform) once weekly during the swimming season in accordance with 105CMR435.000".
VOTED: (Rosen/Stead) unanimously at 9:40 PM to enter into executive session to discuss
contract negotiations in a personnel matter...and, following that meeting, to adjourn for the evening.
